After the speech of the Chairman of the People's Democratic Party of Tajikistan, the esteemed Emomali Rahmon, during the session, members of the Central Executive Committee addressed the audience. Among them were Rajabzoda Khusniyabonu – the chairman of the Murgab district, a deputy of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan; Mirzozoda Ibrokhim – the chairman of the executive committee of the People's Democratic Party of Tajikistan in Dushanbe; Kurbonov Nomvar – the deputy director of the Institute of Water Problems, Hydropower, and Ecology of the National Academy of Sciences of Tajikistan; Tohiri Shukrona – a third-year student at the National University of Tajikistan, the winner of the republican competition "Furugi subhi donoi kitob ast" (Morning Star of Knowledge is a Book); Farrukh Khasanov – the winner of a television contest among performers from the Russian Federation; Abdulahadzoda Saidullo – the first deputy chairman of the party executive committee of OJSC "Rogun HPP"; Kholmakhmadzoda Solekha – a deputy of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan; and Idizoda Zarina – the chairman of the executive committee of the People's Democratic Party of Tajikistan in the Rasht district.

It is heartening that in 2023, twenty years have passed since your efforts, esteemed Leader of the Nation, in promoting and implementing the World Water Program. During this time, the international community has repeatedly witnessed and acknowledged that issues related to water and climate occupy a special place and status in your wise and forward-thinking policies.
Therefore, for the noble people of Tajikistan, especially for us, members of the Executive Committee of the People's Democratic Party of Tajikistan at the National Academy of Sciences of Tajikistan, it is a source of pride that under your direct leadership, esteemed Leader of the Nation, the Republic of Tajikistan is the initiator and leader in addressing global water and climate issues. Actively participating in high-level conferences, particularly in the events of two international organizations – the World Water Forums and the Model UN Climate Change Conferences, Tajikistan proposes actions of global significance.
In reality, esteemed Leader of the Nation, your global initiatives in addressing water and climate issues have specific goals aimed at protecting the future of the Earth. Based on these initiatives, the most influential international organization, the United Nations, has adopted 10 resolutions, a high recognition of the position of the Republic of Tajikistan and the Leader of the Tajik World, esteemed Emomali Rahmon, on the international stage.
The challenges of climate change and the reduction of water resources, concerning the global community, have always been at the forefront of your humanitarian policy. Your global initiatives in this direction are implemented based on clear evidence and have garnered support from the majority of countries worldwide and international organizations. In particular, during your address at the inaugural meeting of the High-Level Panel on Water and Climate Issues, you expressed concerns about the negative impact of climate change on the state and prospects of glaciers in mountainous regions, the Arctic, Antarctica, and Greenland.
Indeed, your truthful words find resonance, as scientific observations indicate the most significant reduction in glaciers occurring in mountain ranges at moderate and tropical latitudes, such as the Pamir, Tian Shan, Alps, Andes, Caucasus, Cordilleras, and others. For instance, according to the report "Assessment of the Himalaya and Hindu Kush," the result of five years of work by over 350 researchers from 22 countries and members of 185 organizations, two-thirds of the glaciers in the region will disappear by the end of the 21st century. Furthermore, according to this assessment, the glacial melting process in the region, a source of drinking water for 2 billion people on the planet, cannot be halted even by the ultimate goal of the Paris Climate Agreement, which aims to limit global warming to 1.5°C.
At the same time, according to the Atlas of Andean Glaciers and Water Resources, developed by UNESCO and the Norwegian Centre for Environmental Communication, the melting of glaciers in the region with this trend will cause them to lose between 78% and 97% of their volume by the end of this century.
The above documents, following the reports of the world's largest climate body, the Intergovernmental Panel on Climate Change, are a reliable source of scientific data on climate, water and glaciers and, fully support your words, Dear Leader of the Nation. These facts and documents demonstrate that your global initiatives on water and climate issues are based on sound science and are aimed at solving global problems.
In this regard, I should note that I am personally proud and responsible, because I graduated from the Department of Meteorology and Climatology of the National University of Tajikistan, and the institution where I work is the Institute of Water Problems, Hydropower and Ecology of the National Academy of Sciences of Tajikistan, namely were established on the basis of your global initiatives, Dear Leader of the Nation. That is, you are the direct founder of these research and scientific-educational institutions. Therefore, in the light of your global initiatives, the Institute is carrying out good research activities, and in this context, the Institute's staff, including me, published a monograph "Improving the Safety of Hydraulic Structures. On the example of cascade hydroelectric power plants of the Vakhsh River" (in 3 volumes), the books "Tajikistan's Initiatives Related to Sustainable Development Goals", "Leader of the Nation: Water, Climate and Ecology Issues" were written, and patents for inventions "System of Water and Energy Complex Management under Climate Change" and "Method of Inter-basin River Flow Regulation" were obtained.
